The Ministry of Commerce, in conjunction with the Publicity Department, the Ministry of Foreign Affairs and the State Council of the Central Committee of the CPC, selected StarTimes Software Technology Co., Ltd. (Hereinafter referred to as "StarTimes Software") as the sole executing unit of the "Access to Satellite TV for 10,000 African Villages Project".

The cultural exchange event entitled Beijing Excellent Films and TV Productions' Overseas Exhibition Season in Africa has been held for five years. StarTimes has introduced popular Chinese films and TV dramas to African countries each year, which has received favorable feedback from the local audience.

StarTimes has held several Swahili dubbing contests, which not only helped promote Swahili as a language but also provided those who love dubbing with the opportunity to realize their dreams.

StarTimes has held Miss Mama Africa, a beauty contest for African beauties in China for three years.

StarTimes has organized the theme activity, Carnival of Chinese Films and TV dramas, in many African countries. This activity has introduced many Chinese films and TV dramas to the rural areas across the continent and helped promote cultural development of countries under the Belt and Road initiative.
